The community of Highland Park, Michigan went bankrupt in 2002. The city is now under emergency financial management. The state's emergency managers have raised the price of water and attached unpaid water bills to house taxes, forcing some of Highland Park's long-time residents to sell their homes and leave. The Water Warriors are a group of Highland Park residents who have banded together to fight the privatization of their water plant and make the emergency managers accountable to the people of the community.
